His left let is lifted to indicate that he's pulling on a rope with all his might.  He is focused on the rope and flagpole directly in front of him. Aside the him is a little girl in a blue dress, white bloomers, white mid-calf socks, and white children's dress shoes.  Her blond hair is swept back and a blue bow holds it in place.  She is looking back with a smile, over her right shoulder, as she leans in to help pull on the rope.  A yellow banner with the words, "Votes for Women" is their focus and they are attempting to hoist it into place.  Behind the children is a yellow circle that frames them and appears to be symbolic of the sun.  Under the children's feet are the words, "Let's pull together!" in flowing, black font.
